The Baku Declaration on the SPECA (Special Programme for the Economies of Central Asia Climate-Smart Cities Forum was signed during COP29, according to a report by the Ministry of Economy.

The declaration was finalised during a roundtable discussion of the leaders of green cities in the SPECA region, organised by the European Bank for Reconstruction and Development (EBRD). The event aimed to foster the exchange of experiences in urban climate actions, discuss innovative approaches, and explore financial solutions.

Representatives from Azerbaijan, the SPECA countries, the United Nations, and international financial institutions participated in the event.

EBRD Regional Director for the Caucasus, Alkis Drakinos, EBRD's Green Cities Programme Leader, Lin O'Grady, and Co-Chair of the COP29 Global Initiatives Group, Elmar Mammadov, highlighted the importance of collaboration within the SPECA framework to address climate issues.

The Head of Executive Power of Ganja, Niyazi Bayramov, and the First Deputy Mayor of Dushanbe, Jamshed Tabarzoda, stated that the SPECA Climate-Smart Cities Forum will create the necessary conditions for achieving shared climate goals.

The document, prepared during the roundtable, affirms the commitments of participating cities to jointly implement climate initiatives.
