Envoy: Baku–Brasília relations reach unprecedented high
Relations between Brazil and Azerbaijan are at their highest level, according to Brazil’s ambassador in Baku, Manuel Montenegro.
Montenegro said bilateral ties had always been positive but had reached a new stage of cooperation in recent years, Caliber.Az reports, citing local media.
“I believe this is also linked to the hosting of the COP29 and COP30 climate conferences. They have enabled an unprecedented level of coordination, not only in multilateral forums but also in our bilateral relations,” he noted.
The ambassador highlighted that Brazil and Azerbaijan are jointly prioritising the issue of securing $300 billion in annual climate finance under COP30.
Moreover, he recalled that both countries are charting a new course to deepen their economic and diplomatic ties, advancing the Baku–Belém Roadmap, a joint initiative designed to unlock up to $1.3 trillion in trade and investment opportunities.
“We are working collectively on the $1.3 trillion initiative within the Baku–Belém Roadmap. This initiative has, of course, brought us closer together. We are expecting President Ilham Aliyev to take part in the COP30 conference,” Montenegro added.
The initiative, dubbed the “Baku to Belém Roadmap,” reflects both countries’ ambition to move beyond traditional bilateral exchanges and align their strategies in energy, agriculture, logistics, and technology.
Belém, set to host COP30 in 2025, has become a symbolic anchor for Brazil’s climate and development agenda, while Baku positions itself as a leading energy hub and green transition partner.
The roadmap outlines cooperation in renewable energy, sustainable aviation fuel, digitalisation, and food security, with both sides highlighting complementarities between Brazil’s agricultural powerhouse and Azerbaijan’s logistical gateways to Europe and Asia.
Diplomatic engagement has also reached new heights, with leaders underscoring the value of South-South cooperation. By linking Latin America’s largest economy with the Caspian region’s rising energy and connectivity hub, the plan seeks to attract global investors and strengthen multilateral influence.
Analysts suggest the $1.3 trillion target is ambitious but achievable if both countries commit to reforms that reduce trade barriers, improve infrastructure, and expand private sector partnerships. The roadmap is expected to be further detailed at upcoming bilateral forums and multilateral summits, including COP30.
