Putin's press chief: Russia has not received official details of Geneva talks

24 November 2025 14:27

Russia has not yet received the official text of the revised US plan for a Ukrainian settlement, following consultations between the United States and Ukraine in Geneva, Kremlin spokesperson Dmitry Peskov said.

At a briefing, Peskov stated that Russia has only read statements summarising the discussions held in Geneva, Caliber.Az reports per Russian media.

"Officially, we have received nothing,” Peskov said.

He added that Moscow will await the outcomes of the consultations between Ukraine and the United States in Geneva.

When asked whether Russia-US talks on the proposed settlement plan were scheduled for this week, Peskov replied: “No, not yet.”

The spokesperson emphasised that Russia remains open to contacts and negotiations with Washington.

The U.S. administration has proposed a 28-point framework aimed at resolving the conflict in Ukraine. The plan offers Ukraine formal U.S. security guarantees and economic support, but requires Kyiv to renounce NATO membership and limit its armed forces.

Key territorial provisions would recognise Crimea, Donetsk, and Luhansk as de facto Russian-controlled, while Kherson and Zaporizhzhia would remain “frozen” conflict zones with demilitarised buffer areas. Both sides would pledge not to change borders by force.

The plan also includes the creation of a U.S.–Russia working group, reconstruction aid from the U.S. and EU, gradual lifting of sanctions on Russia, and oversight by a “Peace Council” chaired by US President Donald Trump. A ceasefire and force withdrawals would take effect immediately upon signing, with nationwide elections in Ukraine within 100 days.

Ukrainian President Volodymyr Zelenskyy is expected to discuss the proposal directly with U.S. President Donald Trump in the coming days.
