Russian spy chief reveals alleged US–Russia deal on Ukraine
Russia’s foreign intelligence chief has claimed that Moscow and Washington reached a shared understanding on a potential settlement in Ukraine during a high-level summit in 2025.
According to Sergey Naryshkin, Director of Russia’s Foreign Intelligence Service (SVR), the two sides arrived at a “general understanding of a just peace” between Russia and Ukraine during talks held in August 2025 in Anchorage, Alaska.
Speaking to Russian state news agency TASS, Naryshkin said the framework discussed at the summit between Donald Trump and Vladimir Putin reflected what Moscow considers a fair basis for ending the conflict.
However, he argued that the European Union and its institutions oppose such an approach to a settlement. According to Naryshkin, if an agreement were reached on these terms, European citizens would recognise that it differs significantly from their leaders’ stated goal of inflicting a “strategic defeat” on Russia.
The talks between Trump and Putin took place on August 16, 2025, at the Joint Base Elmendorf–Richardson in Anchorage.
