What’s in Washington’s proposal to Tehran? Key details emerge
The United States has reportedly proposed a comprehensive package of measures to Iran that combines de-escalation steps, sanctions relief, and nuclear restrictions, according to Ali Gholhaki, an Iranian journalist associated with the Islamic Revolutionary Guard Corps (IRGC).
Citing Gholhaki’s post on X, Caliber.Az reported that the US offer followed the receipt of Iran’s position and envisages a series of steps to be implemented simultaneously. These include provisions related to the Strait of Hormuz, partial sanctions relief, and constraints on Iran’s nuclear program, although major disagreements between the sides remain unresolved.

“After receiving Iran’s position, the Americans proposed that the following points be signed by Iran simultaneously:”
Gholhaki outlined the initial measures as including a “cessation of war on all fronts,” the “lifting of the American blockade of the Strait of Hormuz,” and the “opening of the Strait of Hormuz by Iran with tariffs and a maritime route under Iran’s conditions.”
The proposal also provides for economic incentives, including the “unfreezing 25% of Iran’s frozen assets — about $25 billion” and “freeing the sale of Iranian oil from sanctions for a period of 30 days.”
According to the report, the next phase would focus on nuclear-related steps. These include the “export of 400 kg of uranium from Iran — preferably sending it to a third country,” as well as the “recognition of Iran’s right to enrich uranium up to 3.67% (it is unlikely that the US will agree to this in the final phase).”
The proposal also calls for the “closure of nuclear facilities — except for the Tehran reactor used exclusively for medical purposes.”
Golhaki added that Iran insists all proposed measures be carried out within a 30-day timeframe to allow for verification and to ensure that Tehran can resume oil exports while assessing Washington’s seriousness in nuclear negotiations.
“Iran states that all stages proposed by the US must take place within 30 days for verification of compliance, so that Iran can sell its oil and at the same time ensure the seriousness of negotiations on the nuclear issue,” he wrote.
