Azerbaijan's Ambassador to Ukraine Seymur Mardaliyev has written that a partnership agreement was signed between the officials of the Azerbaijani city of Lachin and the Ukrainian city of Irpin.
“MoU on establishing twinning relations between Azerbaijan’s city of Lachin and Ukraine’s city of Irpin was signed today during Mayor of Irpin O.Markushin's visit to Lachin opening important new chapter in Azerbaijan-Ukraine interregional cooperation. Lachin revives and promotes friendships. Good luck to both cities!” Caliber.Az reports, citing the ambassador’s message on X.
Lachin district is one of the charming districts of the Republic of Azerbaijan located in the south-western part of the Lesser Caucasus. The district was occupied by the Armenian army on May 18, 1992. As a result of the successful counterattack operation launched by the Azerbaijani Army in Karabakh on September 27, 2020, the Azerbaijani troops entered the Qubadli district in October and started advancing towards the Lachin corridor. On August 26, 2022, Lachin city, Zabukh and Sus villages were returned to Azerbaijan.
Located in the suburbs of Kyiv, Irpin was partially occupied at the beginning of the full-scale Russian invasion and turned into a grey zone where fighting occurred. Many residents evacuated. However, some people stayed in the city, particularly in the occupied areas, deprived of electricity, communication, and water, forced to hide in basements as the occupiers looted their apartments. After Irpin was liberated on March 28, 2022, numerous media outlets and foreign delegations started visiting the city to witness the destruction. During the first month of the war, 70 per cent of city infrastructure was damaged.
