Number of inmates in Georgia reaches highest level in years
As of October 2025, Georgia had around 10,700 prisoners, marking a record high for the country’s prisons.
According to Sputnik Georgia, this information comes from materials published on the website of the National Statistics Office, Sakstat.
In 2011, the prison population stood at 24,114, but following a change in government and an amnesty in 2012, the number of inmates dropped to 9,093. After peaking at 10,372 in 2014, the prison population remained below 9,800 until mid-2024.
By early 2025, the number of prisoners averaged around 9,500. In October 2025, the total number of inmates reached 10,700, accounting for 0.29% of the country’s population.
Of these 10,700 prisoners, 1,500 were foreign nationals, with the number of foreigners in Georgian prisons increasing by 43.4% over the past year. The majority of inmates are men, though as of September, 520 women were incarcerated, including 157 foreign nationals.
The average age of prisoners ranges from 30 to 50 years. Additionally, Georgian prisons hold 107 minors and 86 individuals over 70 years old. Only around 2,500 inmates are awaiting trial, while the remainder are serving their sentences.
