Pakistan opens first ASAN Service centre based on Azerbaijan model PHOTO
Pakistan has inaugurated its first ASAN Service centre in Islamabad, modelled on Azerbaijan’s citizen service system.
Pakistani Prime Minister Muhammad Shahbaz Sharif, government members, and an Azerbaijani delegation led by Ulvi Mehdiyev, chairman of the State Agency for Public Service and Social Innovations, attended the opening ceremony, Caliber.Az reports.
The centre was established under an agreement signed by Azerbaijan and Pakistan on September 10, 2025.
According to Azerbaijan’s State Agency, the initiative reflects a collaboration in which Azerbaijan shared its experience in delivering efficient public services under the ASAN Service model, following instructions from President Ilham Aliyev.
Initially, the Islamabad centre will provide 64 services through 12 government institutions. It will implement ASAN Service standards, a volunteer programme, and innovative solutions to streamline public service delivery.
Officials said the project aims to improve accessibility and efficiency for citizens, drawing on Azerbaijan’s decade-long experience in modernising government services.
Last July, a Pakistani parliamentary delegation, led by National Assembly Speaker Sardar Ayaz Sadiq, visited Baku’s ASAN Service centre to study Azerbaijan’s public service delivery model.
The delegation was received by Jeyhun Salmanov, Deputy Chairman of the State Agency for Public Service and Social Innovations, who presented on ASAN’s operations, social innovation projects, and its international presence in over 30 countries. Salmanov highlighted ongoing cooperation to implement the ASAN model in Pakistan.
Pakistani officials praised ASAN as a landmark initiative enhancing public access to services and commended President Ilham Aliyev’s leadership. The visit also included briefings on the “INNOLAND” Incubation and Acceleration Center, “Mobile ASAN Service,” and the “ABAD” Public Legal Entity.
