Azerbaijan concludes COP29 parliamentary meeting with adoption of final document

The second day of the Parliamentary Meeting, organised jointly by the Inter-Parliamentary Union (IPU) and the Azerbaijani parliament as part of COP29, has concluded in Baku.  

The final document was adopted on the last day of the event, Caliber.Az reports via local media.

Azerbaijani MP Soltan Mammadov noted that the document was prepared based on those adopted following the parliamentary sessions at COP27 and COP28, as well as discussions on the draft resolution passed at the 148th Assembly of the Inter-Parliamentary Union, and the agendas of recent COP sessions.  

"After preparing the initial version of the document, we received proposals and feedback from various countries. In June, we discussed the draft again at the preparatory meeting of the Inter-Parliamentary Union for COP29. The draft was then redistributed to our colleagues through the IPU Secretariat. New proposals and ideas were presented. During the 149th session of the IPU, we held very productive discussions," he said.

He noted that during the preparation of the document, all ideas, comments, and opinions were taken into account.

"The provisions outlined in the document are merely recommendations that reflect the opinions of the parliamentarians. I hope that we have managed to present a draft that fully or partially represents the positions of all our colleagues. You will likely agree that it is practically impossible to create a document that reflects the opinion of every member of the organisation. All I can say is that we made every effort to carry out our work with great responsibility and in line with the overall goals of COP29," he added.

Vice-President of the IPU from Azerbaijan, MP Sevil Mikayilova also attended the event.

Such sessions as "Addressing Climate Vulnerability: Advancing an Inclusive and Fair Approach to Climate Action," "Leveraging Technology to Combat Climate Change and Ensure Equitable Access," "Measures to Protect Health and Food Security in the Changing Climate," and "Regulating Human Mobility and Climate Change: Addressing Migration and Displacement Caused by Climate Change" were held.

COP29, which is being held at Baku Stadium from November 11-22, is Azerbaijan’s most significant international event to date and the first time the country has hosted a COP conference. The summit kicked off with the signing of the Host Country Agreement and other key documents between the Azerbaijani government and the UN Framework Convention on Climate Change (UNFCCC) Secretariat.

One of the central goals of COP29 is the establishment of a New Collective Quantitative Goal (NCQG) for climate finance. To further this aim, the COP29 presidency has introduced 14 key initiatives designed to integrate climate action with the United Nations Sustainable Development Goals (SDGs). These initiatives cover a broad spectrum of critical areas, including the development of green energy corridors, energy storage solutions, climate resilience strategies, clean hydrogen, methane reduction from organic waste, and the promotion of green digital technologies. A flagship proposal of the conference is the creation of the Climate Finance Action Fund, which is aimed at supporting efforts to limit global warming to 1.5°C.

Throughout the event, Azerbaijan has continued to reaffirm its strong commitment to addressing climate change and promoting environmental protection. The unanimous decision to select Azerbaijan as the host for COP29 reflects the global community’s trust in the country’s leadership on climate-related issues. In his opening remarks, President Ilham Aliyev underscored Azerbaijan’s central role in global climate efforts, emphasizing the nation’s dedication to tackling climate change and advancing sustainable development.
