Azerbaijan’s green energy ambitions in Karabakh highlighted at Caspian Business Forum

Deputy Foreign Minister of Azerbaijan, Elnur Mammadov, participated in the 5th Caspian Business Forum, focused on “Building a Sustainable Future in the Caspian Sea: Interconnection and Climate Measures.”

During the event, Mammadov provided detailed insights into Azerbaijan's efforts to enhance land connectivity through the Middle and North-South transport corridors and the Digital Silk Road project, Caliber.Az reports.

He also elaborated on Azerbaijan’s “green” initiatives in the liberated territories, which have been designated as “green energy zones.” These initiatives focus on clean energy utilization and ensuring a just and orderly green transition, in close collaboration with international partners, especially in Azerbaijan's role as COP29 chair.

Azerbaijan’s strategic goal of transitioning to green energy in the liberated areas is underscored by the immense renewable energy potential of the Karabakh region. Districts such as Zangilan, Jabrayil, Gubadli, and Fuzuli rank second only to Nakhchivan in terms of solar radiation potential. Recent estimates suggest that the combined solar and wind energy capacity of Karabakh and Eastern Zangezur could reach 10 gigawatts.

Additionally, the government is exploring geothermal energy sources in Kalbajar, Aghdara, and Shusha, while large rivers like Tartar, Bazarchay, and Hakarichay offer significant hydroelectric power potential. To support the development of the green energy zone in Karabakh and Eastern Zangezur, 72 small hydropower plants with a total capacity of 467 MW are planned for construction by 2030.

In just three years, 28 hydropower plants with a total capacity of 226 MW have already been rebuilt or newly constructed in the region. Work is currently underway on four more plants with a combined capacity of 44 MW, contributing to a comprehensive regional power supply system. 

Additionally, tender processes have begun for the construction of six small hydropower plants with a total capacity of 37.5 MW, slated for completion next year. These projects are accelerating the region’s transition to green energy, reducing reliance on fossil fuels, and lowering CO2 emissions. Ultimately, the goal is for all cities and villages in the liberated territories to fully utilize green energy sources.
