Azerbaijani president reviews rebuilding in Khojaly: homes, jobs, brick factory PHOTO

Azerbaijani President Ilham Aliyev visited the Khojaly district on July 18 to oversee ongoing reconstruction efforts and inaugurate new industrial infrastructure in the region, reflecting Azerbaijan’s commitment to revitalising areas recently liberated from occupation.

During his visit to Khojaly district’s Tazabina village, the president inspected the restoration of homes and public infrastructure, Caliber.Az reports via Azertag.

He visited the residence of Mahammad Farajov, one of the residents who recently returned to the village, and was briefed on reconstruction progress by Elchin Yusubov, Special Representative of the President in Khankendi, Aghdara, and Khojaly.

By the end of 2025, 197 homes are expected to be completed in Tazabina, with an additional 159 houses planned for the following year. On July 14, 2025, 28 families comprising 125 individuals officially returned to the village.

Reconstruction efforts include modernising essential services such as electricity, gas, water, and telecommunications. A 15.5-kilometer, 10 kV power line is being restored, alongside an 11.4-kilometer gas pipeline and a 1.2-kilometer segment of the existing line. Water infrastructure upgrades include a 300-cubic-meter reservoir and a new drinking water network. To ensure connectivity, a 16-kilometer communication line has been installed to provide internet, IPTV, and fixed telephone services.

Road construction is also underway, with over 3,000 meters of internal village roads already asphalted. Renovation work is in progress at the local preschool, general education facilities, a medical center, and a market. A modern one-hectare recreation park has also been established to improve quality of life for returning residents.

Tazabina, which was occupied in 1992 by Armenian armed forces, was liberated in September 2023 during anti-terror operations carried out by the Azerbaijani Army.

Later in the day, President Aliyev inaugurated the Khojaly brick factory, a new industrial facility constructed in the village of Dashbulag. The plant, built with an investment of 8.5 million manat ($5 million), has created 60 permanent jobs, primarily for residents of the liberated territories. The number of jobs is expected to double in the near future.

The facility, which covers nearly one hectare with an additional 6.5 hectares allocated for raw material storage, utilises advanced German and Turkish technologies with a focus on energy efficiency and environmental sustainability. Its annual production capacity reaches 16.2 million bricks. The primary raw material — clay — is sourced from the nearby Khojaly deposit.

The brick factory benefits from the full range of incentives and exemptions offered to businesses operating in liberated areas, including tax and social insurance concessions. 

Favourable conditions are being created for both investors and entrepreneurs. Overall, under the leadership of President Ilham Aliyev, Azerbaijan continues to pursue a consistent and systematic industrialisation policy. In this context, technological modernisation and the expansion of innovative production sectors remain key priorities.
