Media tour showcases newly built village of Khorovlu in Jabrayil district
A media tour was held o in the newly constructed village of Khorovlu, located in the Jabrayil district.
Participants had the opportunity to explore the Jabrayil housing complex, Caliber.Az reports via local media.
Diana Dadashova, spokesperson for the State Housing Construction Agency, provided insights about the residential complex, which spans a total area of 7.9 hectares. The complex features 33 buildings — seven five-story and 26 four-story structures — housing a total of 712 apartments.
Dadashova emphasized the high-quality construction of the six-quarter complex, which includes not only residential units but also social and communal facilities, underground and above-ground parking, as well as recreational areas, children's playgrounds, and sports facilities. The village is expected to accommodate approximately 3,470 residents or 867 families.
Additionally, the first phase of construction for 334 private homes is nearing completion, designed to resettle 1,395 individuals. These homes will feature two to five rooms, with finishing work on both the exterior and interior currently underway. Plans are also in place for a school, kindergarten, and other public facilities.
The foundation for Khorovlu village was laid by President Ilham Aliyev on May 4, 2023, as part of the "Great Return" program. This initiative is one of Azerbaijan's largest infrastructure projects aimed at restoring and developing territories regained after the Second Karabakh War. Its primary goal is to ensure the safe and sustainable return of internally displaced persons to their homeland while creating favourable living and working conditions and enhancing social and economic infrastructure.
The "Great Return" program encompasses extensive efforts to rebuild infrastructure damaged during the prolonged conflict. Azerbaijan is investing significant resources into the restoration and construction of new roads, bridges, and transport interchanges to enhance accessibility in these regions. To date, over 700 kilometres of roads have been restored, and several strategically important bridges have been built, improving connectivity between key areas of Karabakh and East Zangazur.
The first phase of the program is slated for 2022-2026, with plans to resettle 10,270 families by 2026 and 34,500 families by 2027. In these regions, a total of 34,500 apartments and individual homes will be constructed. By 2026, military infrastructure will be reinforced, and energy, transport, sports, social, and other infrastructures will be established. Furthermore, 197 preschool and general educational institutions are set to be built or restored by 2026, alongside a university branch and seven DOST centre branches expected to open by 2027.
