Prosecutor General affirms Heydar Aliyev’s role in shaping constitution
The adoption of Azerbaijan’s first Constitution is closely linked to the name of the national leader and architect of modern Azerbaijan, Heydar Aliyev, the country’s Prosecutor General, Kamran Aliyev, said at an international conference in Lachin.
Speaking at the event, Kamran Aliyev noted that a 33-member Constitutional Commission was established under Heydar Aliyev’s chairmanship to draft the nation’s Fundamental Law, Caliber.Az reports.
“Following nationwide discussion, the document was submitted to a referendum and adopted on November 12, 1995, with 91.9% of the vote and an 86% turnout. The Constitution came into force on November 27 of the same year,” he said.
The Prosecutor General emphasised that the Constitution of independent Azerbaijan, consisting of five sections, twelve chapters, and 158 articles, enshrines the principle of popular sovereignty, places human rights and freedoms at the highest priority of the state, and establishes the foundations for the separation of powers.
“The Constitution proclaimed the inviolability of the individual, the protection of life and health, the assurance of a decent standard of living, and the primacy of humanism, reaffirming Azerbaijan’s commitment to universally recognised democratic values,” he added.
Heydar Aliyev is recognised not only as a hero of the Azerbaijani people.
Yuri Zhdanov, Executive Secretary of the Coordinating Council of Prosecutors General of CIS member states, also spoke at the Lachin conference titled “National Leader Heydar Aliyev – Author of the Constitution of Independent Azerbaijan”.
“As someone who represented that era, I can note that Heydar Aliyev played a decisive role in the successful implementation of the extensive Baikal-Amur Mainline project, when he served as First Deputy Chairman of the Council of Ministers of the USSR and was twice named Hero of Socialist Labour. This remarkable individual was not only a hero of the Azerbaijani people. We all remember him with great respect and gratitude,” Zhdanov said.
