Brazil eyes collaboration with Azerbaijan to expand digital connectivity

26 November 2025 14:21

Brazil and Azerbaijan are considering signing a memorandum of understanding to promote cooperation in areas that enhance citizens’ integration into the digital ecosystem, according to Cristina Camarate, Head of the Consumer Affairs Bureau of the National Telecommunications Agency of Brazil (ANATEL).

She made the remarks on the sidelines of the World Telecommunication Development Conference (WTDC-25) in Baku, local media reports.

Camarate highlighted that Brazil is sharing its experience at WTDC-25 while exploring ways to expand connectivity for populations currently without access to telecommunications. “In recent years, we have been actively working on universal connectivity and have already made some progress. However, there is still much to be done,” she said.

She emphasised that achieving full connectivity is the top priority and serves as the central theme of the conference.

“Full connectivity means developing digital skills, protecting children online, strengthening cybersecurity, and adapting to digital transformation processes driven by new and emerging technologies. One of our main tasks at this conference is to reach consensus at WTDC-25, and I am confident that we will achieve it. The symbols of Azerbaijan – wind and fire – and this team will guide us toward this ambitious goal,” Camarate added.

Regarding future telecommunications collaboration, Camarate noted the strong ties between Brazil and Azerbaijan and the potential to exchange expertise in areas such as spectrum management and enhancing digital literacy.

“The close cooperation that has developed between our countries in recent years will continue to strengthen and develop in the future. I believe it is both possible and advisable to sign a memorandum of understanding for cooperation on specific issues, which will help our citizens integrate more effectively into the digital ecosystem,” she said.

Camarate also shared her impressions of Azerbaijan, noting her enjoyment of local attractions and hospitality. “We had the opportunity to spend Sunday exploring your country. I visited Yanardag, Ateshgah, and Icheri Sheher, and I thoroughly enjoyed the city. Over the past two weeks, Baku has become my second home. I would like to thank the people of Azerbaijan for their warm hospitality. The conference has been excellently organised, your food is delicious, and your people are incredibly polite and hospitable. I really enjoy spending time here,” she said.
