Great Return: 22 Azerbaijani families receive homes in Karabakh’s Vangli village Photo / Updated
On August 15, 2025, a group of displaced Azerbaijani families arriving in Vangli village, Aghdara district, were handed the keys to their new homes.
The first phase of resettlement has seen 22 families – comprising 83 individuals – relocated to the village as part of the Great Return programme, Caliber.Az reports, citing local media.

The first group of resettlers has arrived in the village of Vangli in the Aghdara district, marking the start of a larger relocation programme.
Thus, 22 families, totalling 83 people, are being resettled in Vyangli at this initial stage, Caliber.Az reports, citing local media.
Of these, 12 families (43 people) come from the Kurdamir district, three families (12 people) from the Barda district, two families (9 people) from the Gakh district, one family (6 people) from the Fizuli district, one family (5 people) from Sumgayit city, one family (4 people) from the Oghuz district, one family (3 people) from the Aghdam district, and one individual from Baku.
In total, the programme will see 407 families, comprising 1,420 people, resettled across five settlements in the Aghdara district: Talysh, Hasanriz, Sugovushan, Kolatag, and Vangli.
Under President Ilham Aliyev’s leadership, the liberated territories of Karabakh and East Zangezur are undergoing extensive reconstruction and development. Thousands of former internally displaced persons are returning home, supported by demining operations and the construction of essential infrastructure.
Efforts focus on reviving daily life, modernising urban areas, and promoting economic growth across agriculture, services, trade, transport, and construction. The Great Return Program includes initiatives to strengthen human capital, provide healthcare and education, restore cultural and sports facilities, and expand employment opportunities.
Over the past five years, President Aliyev has participated in more than 500 events in these regions, inaugurating key projects including international airports in Fuzuli, Zangilan, and Lachin, as well as extensive road networks and social infrastructure.
To stimulate sustainable development, the government has established industrial and specialized production zones, offered incentives for entrepreneurs, and attracted investment to integrate the territories into the national economy. Today, more than 48,000 people live and work in the liberated areas.
