Azerbaijan receives over two million Russian, Ukrainian citizens since 2022 Official statistics
More than two million Russian and Ukrainian nationals have arrived in Azerbaijan since the onset of the Russia–Ukraine war, the State Statistics Committee of Azerbaijan announced.
Between March 2022 and July 2025, a total of 2,176,436 individuals from the two countries entered Azerbaijan. Of that number, 2,067,278 were citizens of Russia, while 109,158 were citizens of Ukraine, Caliber.Az reports via local media.
The influx has continued into 2025, with official figures showing that 314,549 Russian citizens and 17,138 Ukrainian citizens arrived in Azerbaijan during the first six months of the year alone (January to June).
The migration trend reflects broader regional dynamics triggered by the Russia–Ukraine conflict, which broke out on February 24, 2022. Azerbaijan’s relatively stable political climate and strategic location in the South Caucasus have made it a significant destination for those seeking refuge, relocation, or new economic opportunities amid ongoing geopolitical tensions.
