Delegates attending the 65th plenary session of the General Assembly of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) have arrived in Shusha, a key city in Azerbaijan’s Karabakh region.
The visit forms part of a wider tour of the area, during which the delegation is scheduled to visit several historic landmarks, Caliber.Az reports, citing local media.
These include the city’s central square, the fortress walls, and the well-known Jidir Duzu plateau.

Delegates attending the 65th plenary session of the General Assembly of the Parliamentary Assembly of the Black Sea Economic Cooperation (PABSEC) have commenced an official visit to Azerbaijan’s Karabakh region.
The delegation first arrived at Fuzuli International Airport, where local officials welcomed them, Caliber.Az reports, citing local media.
The visit marks a significant moment in regional diplomacy, as international parliamentary representatives witness firsthand the post-conflict recovery efforts in the area.
During their tour, the guests were informed about the scale of destruction inflicted on Fuzuli during nearly 30 years of Armenian occupation.
Azerbaijani officials also provided updates on ongoing reconstruction and infrastructure projects, aimed at restoring life to the region following its liberation.
PABSEC is a regional interparliamentary institution established in 1993 to support the goals of the Black Sea Economic Cooperation (BSEC).
It brings together the national parliaments of 13 member states from the wider Black Sea region, including Türkiye, Azerbaijan, Georgia, Russia, Ukraine, and others. PABSEC serves as a platform to promote dialogue, economic cooperation, and democratic development among its members.
The Assembly meets regularly to discuss regional issues, adopt recommendations, and strengthen legislative collaboration. Its work focuses on trade, transport, energy, environment, education, and cultural exchange to enhance regional stability and integration.
