Nakhchivan’s mega-projects: Energy, rail, and urban renewal
The Nakhchivan Autonomous Republic is increasingly shedding its historical dynamic as a geographically isolated exclave, re-engineering its complex location into a hub of strategic and economic development, according to a report published by Caliber.Az video platform on August 13, 2026. The shift was highlighted during Azerbaijani President Ilham Aliyev’s seventeenth official visit to the region, where he framed Nakhchivan’s ongoing transformation not as a series of standalone public works, but as a fully integrated, long-term state strategy.
President Aliyev designated security as the primary prerequisite for regional development, noting that the absence of a direct territorial land link with mainland Azerbaijan has historically necessitated a distinct defence posture. A cornerstone of this strategy was the 2013 establishment of the Separate Combined Arms Army at the initiative of the head of state. Marking the military's ongoing modernisation phase, President Aliyev formally presented battle banners to several newly established operational units during his visit.
Beyond defence capabilities, the autonomous republic is undergoing a major expansion of its industrial and energy baseline. Construction is commencing on what will become Azerbaijan’s second-largest industrial park, surpassed in scale only by the Sumgayit Chemical Industrial Park. Simultaneously, ground has been broken for a new 300-megawatt thermal power plant — an infrastructure project that will dramatically expand Nakhchivan’s current energy output capacity, which presently sits at approximately 200 megawatts.
In parallel, the regional capital, Nakhchivan City, is undergoing comprehensive urban modernisation paired with historical preservation. Restoration work is underway on the Momine Khatun Mausoleum, a seminal architectural monument dating to the medieval Atabeg era, alongside the installation of a new monument dedicated to its architect, Ajami Nakhchivani. To address long-standing infrastructure bottlenecks that have restricted the region's broader tourism appeal, a new five-star hotel project is underway with completion scheduled for 2028. Underpinning these initiatives is a newly approved Master Plan for Nakhchivan City projected through 2044, shifting the municipality away from localised structural interventions toward comprehensive, multi-decade strategic planning.
Energy infrastructure stands as a central pillar of the region's broader transformation. Nakhchivan achieved complete domestic gasification nearly fifteen years ago, outpacing the national average across Azerbaijan.
The current focus has shifted toward harnessing the territory's native renewable capacity. Construction is underway on two solar power plants, each designed for a 50-megawatt capacity, with more than 600 hectares of land already designated for expansion. Estimates place Nakhchivan’s total solar potential between 500 and 1,000 megawatts. Generation capabilities are no longer the primary bottleneck; rather, constraints stem from the transmission throughput of grid interconnections linking the region to Türkiye and Iran. Renewable expansion also includes hydroelectric assets — most notably a facility exceeding 15 megawatts in Tivi — alongside plans to establish a utility-scale energy storage system rated at a minimum of 100 megawatts. These initiatives aim to transition Nakhchivan from a net power consumer into an autonomous energy producer and exporter.
Beyond utilities, transit developments offer the most far-reaching structural implications. Paradoxically, Nakhchivan's prolonged geographical isolation is being leveraged to establish it as a key interregional transit node, centred on the realisation of the Zangezur Corridor.
While the concept originated in the 2020 Trilateral Statement, tangible progress stagnated for years. A decisive breakthrough occurred in Washington in August 2025 with the signing of agreements governing the implementation of the Trump Route for International Peace and Prosperity (TRIPP) project. For Azerbaijan, this diplomatic framework secures a dedicated overland transit vector intended to fundamentally reshape Nakhchivan's economic posture.
Rail construction along the Nakhchivan segment is active, with project parameters recently undergoing a major expansion. Initial plans for a 42-kilometre line were expanded to 194 kilometres to accommodate projected increases in freight throughput, scaling capacity from the current 1.5 million metric tons to an estimated 15 million metric tons annually. Parallel works continue on the Horadiz–Aghband highway link.
Baku remains open to external international capital participation for the corridor, provided the Azerbaijani state retains operational and strategic control over the project. Officials maintain a firm stance on execution timelines, asserting that should foreign investor mobilisation experience unwarranted delays, Azerbaijan possesses the fiscal capacity to fully finance the infrastructure independently.
The proposed transit framework extends beyond conventional rail and highway infrastructure. Plans call for embedding next-generation communications infrastructure along the right-of-way, including high-capacity fibre-optic networks and high-voltage transmission lines. Azerbaijani engineering teams have completed the corresponding technical designs, positioning the transport corridor to function simultaneously as an energy and digital transmission trunk.
This multimodal infrastructure opens broader regional energy integration dynamics. Strategic planners in Baku anticipate that the newly planned energy capacity could eventually help cushion supply constraints in neighbouring Armenia, particularly in light of long-term pressure to decommission its ageing Metsamor nuclear power plant.
The regional architecture further integrates with a planned subsea energy cable across the Caspian Sea floor. Following a November 2024 tripartite agreement between Azerbaijan, Kazakhstan, and Uzbekistan to collaborate on green energy production and transmission, this intercontinental corridor is designed to route renewable power from Central Asia through Azerbaijan to European markets, establishing the country as both a primary green energy exporter and a major transit hub.
These developments align directly with the broader rehabilitation of Azerbaijan's liberated territories. Nakhchivan, Karabakh, and East Zangezur are being unified under a synchronised administrative and infrastructural blueprint. With a mere 42 kilometres separating Zangilan from Ordubad, the physical proximity between these regions assumes strategic weight as regional transport connectivity is progressively restored.
Beyond headline-driven international initiatives, significant public investment is targeting localised civic and agricultural infrastructure across the enclave. Works are underway to repair 420 kilometres of roadway spanning 26 distinct settlements, alongside the expansion of regional irrigation networks through systematic artesian well drilling. Strategic planners emphasise that the region's modernisation metric encompasses local quality-of-life enhancements alongside industrial zones, power plants, and international transit corridors.
Strategic continuity emerged as the central theme of President Aliyev's address. The initiatives currently taking shape represent the execution of policy concepts developed over several years rather than sudden administrative shifts.
This long-term planning underpins the broader evolution of Nakhchivan's strategic posture. Long viewed primarily through the lens of geographic isolation and economic vulnerability, the autonomous republic is positioning itself as a multimodal regional hub where international transport links, high-voltage power grids, digital data trunks, and foreign economic interests converge. In effect, the region's structural development is aimed at converting its historic geographic constraints into a distinct competitive asset.
