Macron’s diplomatic blunder sparks fresh tensions with Türkiye Expert opinions on Caliber.Az

French President Emmanuel Macron has never particularly stood out either by his ability to properly set priorities in France’s foreign policy or by consistently balancing relations with different countries around the world, nor, even more so, by diplomatic restraint in his rhetoric. However, this time the French leader appears to have crossed a red line: in a speech in the Greek capital, he pledged to defend Greece and Cyprus in the event of “aggression,” clearly referring to Türkiye.

In response to what may be described as a veiled provocation by Macron, the spokesperson of Türkiye’s Justice and Development Party (AK Party), Ömer Çelik, stated after a meeting of the party’s Central Executive Committee that the French president’s remarks toward Türkiye were “highly inappropriate” and demonstrated “unwarranted arrogance” in Paris’s rhetoric. He also stressed that France should focus on resolving regional conflicts and strengthening stability instead of making sharp statements against Türkiye. Çelik accused France of attempting to form alliances in the Eastern Mediterranean against Ankara’s interests and condemned provocative rhetoric that contributes to rising tensions.

Caliber.Az has sought the views of Turkish political analysts to shed light on the underlying causes and consequences of these developments. 

Thus, politician and political scientist, founder of the “Union of Great Turan” foundation, Serikzhan Mambetalin, believes that a detailed analysis of the rhetoric of both sides—which is, quite literally, on the verge of diplomatic misconduct—reveals several key points. 

“Türkiye, which positions itself as a regional power, needs to demonstrate independence in its foreign policy, which is important for President Erdoğan’s electorate at a time when the country is going through difficult economic conditions and has yet to see tangible improvements. France, for its part, has traditionally acted as an antagonist, and the two countries have diametrically opposed geopolitical interests. This was clearly visible in Libya, in Karabakh, and now in the Eastern Mediterranean.

Undoubtedly, France’s decision to deploy a contingent in Southern Cyprus has caused legitimate outrage in Türkiye, as it violates guarantee and security agreements, as well as the existing balance of power. As a result, it is likely to lead to an increase in the Turkish military presence stationed in the Turkish Republic of Northern Cyprus,” said Mambetalin.

Professor Togrul Ismayil of Kahramanmaraş Sütçü İmam University (Türkiye) believes that the statements by the spokesperson of the ruling party, Ömer Çelik, who described Emmanuel Macron’s remarks as “highly inappropriate” and “unduly arrogant,” may at first glance appear to be yet another episode of diplomatic sparring. However, in reality, they reflect a deeper process—the formation of a new configuration of rhetorical and strategic confrontation in the Eastern Mediterranean.

“The position articulated by Macron during his visit to Athens is quite clear: Paris is demonstratively strengthening its political and military support for Greece, including in a hypothetical scenario of conflict with Türkiye. At the same time, it is important to emphasise that such statements are being made in the absence of any immediate military threat. This means that France is acting not reactively, but proactively, shaping a framework of deterrence in advance.

In this context, the response voiced by Çelik should be interpreted within the same logic. It is not an emotional reaction, but a counter-signal aimed at restoring balance in the political discourse. Türkiye is demonstrating that it is unwilling to accept external political patronage over its regional environment,” he said.

According to the political scientist, another important dimension is the domestic audience. For the Turkish political establishment, it is crucial to maintain the image of the country as a sovereign and autonomous centre of power. In this context, Çelik’s tough rhetoric serves a function of political mobilisation, reinforcing the message that Ankara not only acts independently but also defends its status.

“However, the key layer of the issue lies deeper—in the divergence of strategic approaches between Paris and Ankara. France seeks to consolidate its role as a security guarantor in Europe, promoting the idea of the EU’s ‘strategic autonomy.’ Türkiye, on the contrary, is building a multi-vector model in which regional balance is achieved not through bloc-based deterrence, but through a flexible combination of diplomacy, force, and negotiation. That is why the conflict is not merely bilateral, but structural in nature. The Eastern Mediterranean is becoming a space where different models of international behaviour collide: the European one—institutional and hierarchical—and the Turkish one—more pragmatic and situational.

At the same time, the paradox is that France, Türkiye, and Greece are all members of NATO. This places objective constraints on any escalation. None of the parties is interested in moving from rhetorical pressure to an actual conflict. However, the main risk in this situation does not lie in immediate confrontation, but in the accumulation of mistrust. Even if controlled, such rhetoric erodes allied solidarity and complicates coordination mechanisms within NATO.

Thus, ultimately, the issue goes beyond individual statements by politicians. It concerns whether the Alliance will be able to maintain internal balance amid the growing autonomy of its key members, or whether such ‘rhetorical conflicts’ will become a prelude to deeper structural changes in the Euro-Atlantic security system,” Ismayil concluded.
